THE Electoral Commission of Zambia (ECZ) has submitted that former Independent Lumezi Member of Parliament (MP), Munir Zulu’s appeal against his 12 months sentence to the High Court, cannot stop it from holding by-elections in the constituency.
ECZ argued Zulu’s alleged appeal had nothing to do with its constitutional mandate of holding a by-election within 90 days of the occurrence of the vacancy.
